Vulnerability of Persons with Disabilities during Disasters and Accessibility of Training

- Mongolia has incorporated and implemented globally and internationally adopted strategies and programmes on disaster risk reduction, prevention, and community capacity-building into its national policy documents. These policies and programmes also include provisions aimed at protecting persons with disabilities from disaster risks, ensuring their preparedness and readiness, and strengthening their resilience. However, reports by the United Nations Office for Disaster Risk Reduction (UNDRR) in 2013 and 2023 clearly indicate that, at the global level, implementation and impact remain insufficient.
- In Mongolia, various state and non-governmental organizations deliver health, education, and social services targeted at persons with disabilities. Nevertheless, policies specifically focused on disaster protection, prevention, and capacity-building for this group remain inadequate. Results of comparative statistical analysis reveal that the disaster risk level among persons with disabilities stands at 96 per cent, while their access to disaster preparedness training and information is twice as limited compared to the general population.
- Therefore, it is essential to strengthen intersectoral cooperation and coordination in order to enhance the preparedness, readiness, and capacity of persons with disabilities and their caregivers in the context of disasters.
